    Yesterday, Representatives Marcy Kaptur (D-OH), Dan Lipinski (D-IL), Dennis Ross (R-FL), and Chris Smith (R-NJ) announced the formation of the Victims of Communism Caucus for the 115th Congress (2017-2019). The Victims of Communism Caucus is a bipartisan group of Members of Congress dedicated to raising awareness of how communism victimized and enslaved more than one hundred million people in the past and how its tyranny in the five existing Communist countries (China, Cuba, Laos, North Korea, and Vietnam) and its legacy in the post-Soviet sphere shapes international relations today.

    During the upcoming session, the Victims of Communism Caucus will focus on several issues, including Russian expansionism in Ukraine; the role of the United States in ameliorating the deteriorating political and economic situation in Venezuela; the continuing human rights abuses of the Castro regime in Cuba; and the increasing threat that the dangerous North Korean rhetoric surrounding the country's nuclear program poses to the free world.

    The Caucus will honor the memory of the 100 million victims of communism and raise awareness about the dissidents who continue to protest against current communist regimes.

    Executive Director of the Victims of Communism Memorial Foundation Marion Smith said, "There is no more fitting occasion than the 100th anniversary of the Bolshevik Revolution to announce the Victims of Communism Caucus. It sends a powerful message on behalf of the more than 100 million people victimized by communism in the last century and one fifth of the world's population who still live in a single party state that adheres to this failed ideology. "

    “I look forward to working with my colleagues as a Co-Chair of the Victims of Communism Caucus,” said Rep. Marcy Kaptur (D-OH). “As many of my constituents have personally experienced, the successful struggle for freedom from under the yoke of authoritarianism, inherent to communism, deserves special attention in the annals of history. This caucus will shine a light on the victims’ struggle, and work to keep the flame of human rights around the world alive.”

    “We should not be lulled into thinking that communism is no longer a threat to freedom in the world, given that many people still toil under its hateful, totalitarian rule," said Congressman Dennis A. Ross. "Our caucus will ensure that we do not forget those victims who were forced to choose between their faith and the cruelty of a dictatorship. We must hold fast to the virtues of freedom."

    “Our bipartisan caucus is determined to ensure that Congress and the American people remain aware of and continue to fight against the deadly and ongoing evil of Marxist and Leninist ideology – still promoted by communist dictators,” said Rep. Chris Smith (R-NJ), a human rights champion during his 19 terms in Congress and founding member of the new Victims of Communism Caucus on Capitol Hill. “One out of five people in the world still live under communism, subject to horrific abuses and denied their most basic human rights. China, Vietnam, North Korea, Cuba, and Laos remain communist dictatorships,” Smith said. “There has also never been full accountability for the crimes committed by past communist regimes, including planned famines, deportations, and ethnic cleansing. Thus, the victims of those regimes do not have closure.”

    “I will never forget my experiences in Berlin at the fall of the Wall in 1989,” said Rep. Dan Lipinski (D-IL). “As we approach the 28th anniversary of that day, we now have about a third of the U.S. population that has lived in a world without the Soviet Union. In my district, there are many people who suffered under communism, watched relatives and friends perish, and were forced to leave their homes and their countries. It is our duty to tell these stories, the truth about communism, and preserve this history for all generations. I am proud to join my fellow co-chairs in establishing the Victims of Communism Caucus."

    Hôm nay, ngày Quốc Gia tưởng nhớ các nạn nhân của Chủ nghĩa Cộng sản, đánh dấu 100 năm kể từ cuộc Cách mạng Bolshevik diễn ra ở Nga. Cuộc Cách mạng Bolshevik này đã dựng nên nhà nước Liên Xô (Liên Bang Xô Viết) và tạo ra những thập kỷ đen tối đầy áp bức của chủ nghĩa cộng sản, một lý thuyết chính trị không tương hợp với tự do, thịnh vượng và phẩm giá của con người.

    Trong thế kỷ qua, các chế độ toàn trị cộng sản trên thế giới đã giết hại trên 100 triệu người và gây ra rất nhiều không thể kể xiết những sự bóc lột, bạo lực và tàn phá. Những phong trào này, dưới chiêu bài giả dối của giải phóng, đã cướp đoạt một cách có hệ thống các quyền của những người vô tội mà thượng đế đã ban cho như tự do tín ngưỡng, tự do lâp hội và vô số các quyền tự do bất khả xâm phạm khác. Những công dân khao khát tự do đã bị khuất phục bởi nhà nước thông qua việc sử dụng cưỡng bách, bạo lực, và sợ hãi.

    National Day for the Victims of Communism
    Today, the National Day for the Victims of Communism, marks 100 years since the Bolshevik Revolution took place in Russia. The Bolshevik Revolution gave rise to the Soviet Union and its dark decades of oppressive communism, a political philosophy incompatible with liberty, prosperity, and the dignity of human life.
    Over the past century, communist totalitarian regimes around the world have killed more than 100 million people and subjected countless more to exploitation, violence, and untold devastation. These movements, under the false pretense of liberation, systematically robbed innocent people of their God-given rights of free worship, freedom of association, and countless other rights we hold sacrosanct. Citizens yearning for freedom were subjugated by the state through the use of coercion, violence, and fear.
    Today, we remember those who have died and all who continue to suffer under communism. In their memory and in honor of the indomitable spirit of those who have fought courageously to spread freedom and opportunity around the world, our Nation reaffirms its steadfast resolve to shine the light of liberty for all who yearn for a brighter, freer future.

    Playing the Trump Card in Vietnam


    The White House has confirmed that President Donald Trump will be attending the upcoming Asia-Pacific Economic Cooperation (APEC) meetings in Da Nang, Vietnam on November 11-12.  Most of APEC's key activities will be held at the InterContinental Da Nang Sun Peninsula Resort.  The resort is owned by the Vietnam Sun Group, which, in collusion with the corrupt and unelected government of Da Nang City, stole the land on which it is built from the 142-year-old Catholic parish of Con Dau and the surrounding Catholic community.
    On May 4, 2010, the Da Nang City government sent hundreds of police troops, including paramilitary "anti-riot" units, to assault parishioners and their families with tear gas, metal batons, electric rods, and rubber bullets as they attended the funeral of a 93-year-old church member.  The city police stole the casket and the corpse; beat up more than 100 mourners, including children, pregnant women, and the elderly; and desecrated hundreds of their ancestors' tombs.  Sixty-two Catholic parishioners were arrested and tortured, and six were later sentenced to prison.  One man who escaped the onslaught was later arrested, and died the following day from torture-induced injuries.  Many of the Con Dau parishioners were left homeless and penniless, with no means to sustain their lives and those of their families.
    On June 19, this year, under threat of further violence, the Da Nang City government issued an ultimatum ordering all of the remaining members of the Catholic Con Dau Parish to surrender their remaining residential and farm lands – some of which are the property of American citizens – to the city. 
    The expropriated lands, worth an estimated U.S. $1.2 billion, will be turned over to the Vietnam Sun Group to sell to high-end investors.  The Sun Group is a holding company partnered with a number of corporations, including InterContinental, a British multinational hotel company with multiple holdings in the U.S.; the Accor management group; and Falcon's Treehouse LLC of Orlando, Florida.
    Since 2005, the Vietnamese regime has expropriated vast amounts of land and real property without just compensation, much of it rightfully owned by Americans.  If it were ever paid, this compensation would total tens of billions of U.S. dollars. 
      
    Thousands of religious refugees, including parishioners from Con Dau, have fled the brutal regime for Thailand and other countries, where they remain in limbo, unable to support themselves or their families, and largely ignored by the United Nations Human Rights Commission (UNHCR).  These refugees represent a wide variety of ethnicities, including Montagnards, Hmong, Vietnamese, and Khmer Krom, and religions, including Christians, Buddhists, and members of the Cao Dai faith, some with relatives in the United States.  Unfortunately, the State Department has yet to express to UNHCR the willingness to accept these refugees.
    On May 31, President Trump welcomed Vietnam's prime minister to the White House, after which the two leaders announced a number of trade deals.  Yet the Vietnamese government disregards core human rights values dear to all Americans and directly violates our national interests.  Religious persecution; police brutality; torture; extra-judicial killings; and imprisonment of political dissidents, bloggers, human rights defenders, and people of faith have significantly increased in recent months.  The communist regime even retaliates against the families of dissidents. 
    In an open letter sent to President Donald Trump on June 30, 2017, eighteen representatives of various victim and religious groups asked the president to refrain from dignifying the Sun Group venue of the upcoming APEC Summit with his presence.  The letter summarized the theft of land by the Da Nang City mafia and the brutal police attack on Catholics in the Con Dau Parish and concluded:
    The appearance of the President of the United States and his high-visibility entourage in Da Nang City and your stay at the Sun Group-owned facility would send exactly the wrong message: that America not only tolerates but also gives its blessing to acts of religious persecution against an entire Catholic community and expropriation of the properties of U.S. Citizens.
    President Trump should speak out against the wrongs inflicted upon the peoples of Vietnam and the Con Dau Parish.  If boycotting the Sun Group-owned facility is deemed politically awkward, an alternative would be for the president to acknowledge the Con Dau parishioners by meeting with them on their remaining, contested lands to show America's support for their basic human rights.
